The costs of disaster can’t just be calculated in the price of rebuilding. A more meaningful assessment considers the impacts to growth as billions of dollars are allocated to recovery. The NOAA calculated that for 2017 and 2018, productive growth investments lost $397 billion because of what was routed to respond to climate-related disaster.
